GovAc is an advanced Government Accounting and Cash Control System, designed and developed specifically to meet the information technology requirements of Government organisations, given the peculiarity of their accounting procedures. The system was designed basically, to enhance the performance of Government Accounting and Cash Control management.
The system automates critical government financial operations such as Budgeting, Revenue & Expenditure (Recurrent or Capital), Bank Account Monitoring and Reconciliation, Cash Book transactions etc and produces financial statements for the supervising authorities.
The system was designed from inception using advanced computer aided software-engineering techniques, which have assisted in making it one of the most flexible and functional application suites currently available. The system has been designed with several features to enable governments, from the local levels through state and up to the federal level, easily integrate this application into their operations.
Application security
GovAc has been built with industry standard security to ensure that unauthorised users and processes do not have access to the system. Security models already implemented in our banking and other financial applications are also implemented here, giving the system unmatched security enforcement and auditing capabilities for an application in its class.
Centralised or decentralised treasury units
GovAc also supports the implementation of centralised or decentralised treasury units. This means that a tier of government can be implemented with just one treasury unit, from where all revenue is collected and expenditure made, or with several decentralised treasury units all collecting and expending funds.
The system allows on-line consolidation and reconciliation of funds transferred between treasury units, and if an on-line link is unavailable, consolidation information to the central treasury can even be made by secure encrypted transfers on magnetic media.
